For the uninitiated QoS , QoS itself is short for Quality of Services that regulate and filter the incoming network packet . With QoS , the windows will analyze the incoming data stream over the network and determine the speed of the data . This data will be incorporated into the system and used as a benchmark for the efficiency of the overall computer performance .
Side effects of this process , QoS will slightly take your internet connection so that your internet connection is slower because the bandwidth will be used by QoS . Moreover, if you are using a slow internet connection , then your internet connection will be slower .
If you want faster internet access , you can turn off the QoS Packet Scheduler in a way :
Open the Start menu and type " gpedit.msc " ( without quotation marks ) in the Search field . Continue by selecting gpedit .

Next, select the Computer Configuration and continue with selecting the Administrative Templates .

Look at the right column and double-click the icon with the title QoS Packet Scheduler .
Next, select Limit reservable bandwidth and double-click .

The last step , select Enable and the Bandwidth Limit option to change the number 0 ( zero ) . Do not forget to restart your Windows 7 computer .
